What is the myth of having connections?

Some suggest that one element of success is developing connections. On the surface, this may sound like a great idea like having over 500 LinkedIn connections. But, if someone does not respond to you at all then this is not a connection. And those who respond, some will be quality vs. weak connections so how do differentiate between the two?
